What California institutions must document
70% completion
Eligible training must meet a minimum completion rate of 70%, within 150% of the normal time to completion. Use the applicable CSAC and federal calculation guidance. An ArcProof credential documents assessed skills; credential counts are not a certified training completion rate.
70% employment
The minimum job placement rate is 70%. For award years 2026–27 through 2028–29, the federal measure concerns employment during the second quarter after exit. Do not substitute a one click hiring confirmation or assume the later related occupation definition applies. Follow CSAC’s calculation guidance.
Recognized postsecondary credential
Training must lead to a qualifying recognized postsecondary credential. Open Badges 3.0 is a credential format, not a determination of eligibility or agency acceptance. ArcProof skill evidence complements your institution’s credential; it does not replace it.
ArcProof skill evidence workflow
Define your documentation scope
Identify the learner group, target occupation, and required records with your financial aid and workforce teams. Confirm California requirements before choosing tools.
Assess demonstrated skills
Learners complete ArcProof assessments. Review the rubric, results, and supporting evidence separately from attendance and training completion.
Inspect the credential record
Issued ArcProof credentials link skills to assessment evidence. Open Badges 3.0 aligned records use SHA 256 tamper evidence; this is not a cryptographic issuer signature.
Let reviewers check the evidence
Public credential links can be inspected without an ArcProof account. This verifies the credential record, not a hire, employment history, or placement.
Maintain your institutional records
Your team maintains completion and employment documentation and submits required state and federal forms. ArcProof does not submit applications, export placement files, or certify compliance.
California’s occupational list
CSAC has published the 2026–27 Workforce Pell occupational list. Check your target occupation against the current list and state guidance before applying through WebGrants. ArcProof does not currently provide automatic CIP or SOC mapping, or a WebGrants integration.
Evidence and transparency
Inspect the evidence, not a promise. ArcProof publishes a verification framework and a sample credential. No California institutional partnerships, deployment counts, or verified placement outcomes are claimed on this page.
Outcome tracking — coming soon. Early adopter programs will be first.

Frequently asked questions
Does an ArcProof badge satisfy the recognized postsecondary credential requirement?
Not by its format alone. Open Badges 3.0 aligned records can document assessed skills, but this does not establish Workforce Pell eligibility or state acceptance. Confirm the qualifying credential with CSAC and the relevant authorities. ArcProof evidence complements rather than replaces your institution’s credential.
Can ArcProof submit the State Workforce Pell Certification Form?
No. State authorities certify eligibility and institutions submit the required materials to the U.S. Department of Education. ArcProof provides skill assessment and credential evidence, not application submission or government approval.
When should we prepare documentation?
Prepare it alongside your state application and federal review. CSAC announced an October 21 portal opening and confirmed application availability on October 22, 2026. Confirm review deadlines, approval timing, and aid start dates with CSAC and Federal Student Aid; this page does not assert a 60 day review deadline or retroactive funding.
Does ArcProof connect to WebGrants or export placement records?
No WebGrants integration, completer export, or placement reporting is currently offered on this page. Public verification links expose credential evidence, not employment confirmation. Your institution manages its own submission and records.
Can we evaluate ArcProof without a meeting?
Yes. Request our Workforce Pell documentation guide and Enterprise pricing in writing. You can also explore ArcProof skill assessment options. No live demo is required.
