What the checker asks
- Program length in weeks (must be at least 8 weeks)
- Clock hours of instruction (150–599 clock hours)
- Title IV participating, accredited institution
- Completion rate — the first half of the 70/70 rule
- Job placement rate — the second half of the 70/70 rule
- Value-Added Earnings: median completer earnings versus 150% of the federal poverty line
How each rule is scored
Each answer returns pass, at-risk, or fail with the underlying threshold shown, so a workforce dean can take the result straight into a program-review meeting. Value-Added Earnings is the rule that most often disqualifies otherwise-compliant short-form programs.
State approval matters too: the governor of the state approves each program after consulting the state workforce development board, and the institution files the State Workforce Pell Certification Form with the U.S. Department of Education.
