How each rule is scored

Each answer returns pass, at-risk, or fail with the underlying threshold shown, so a workforce dean can take the result straight into a program-review meeting. Value-Added Earnings is the rule that most often disqualifies otherwise-compliant short-form programs.

State approval matters too: the governor of the state approves each program after consulting the state workforce development board, and the institution files the State Workforce Pell Certification Form with the U.S. Department of Education.
