Almost every training provider reports outcomes. Very few report outcomes a skeptical third party can confirm. The difference is not the number. It is whether the record behind the number survives inspection.

Was the judgment produced by someone other than the party that delivered the instruction?
A provider grading its own participants has an interest in the result. Reviewers discount it for that reason alone.
Is there a retained artifact that a third party can inspect?
An outcome with no underlying work product is an assertion, not a verified result.
Was the same rubric applied the same way to everyone?
If two participants could receive different judgments for equivalent work, the outcome measures the grader, not the person.
Can any single record be reconstructed end to end months later?
Audits are retrospective. An outcome that cannot be re walked cannot be defended.
Is the record still valid, and would tampering be detectable?
Credentials expire and can be revoked. A verified outcome has to state its current standing, not just its issuance.
None of these are worthless. They are simply not verification, and presenting them as verified outcomes is what has made funders and employers skeptical of the category.
ArcProof assesses independently of instruction, retains the evidence behind each judgment, scores against a fixed, consistent rubric, and records a traceable proof chain per credential that a reviewer can walk end to end. Credential standing is checkable at any time.
The fifth stage of the framework, predictive validation against employment results, is an empirical claim that requires longitudinal data. ArcProof does not have that data yet, and does not present outcome statistics it cannot support.
Verified outcomes are results that a third party who did not deliver the instruction can independently confirm, because the evidence, the scoring method, and the record trail are all inspectable. Completion, attendance, and self reported gains are not verified outcomes.
Measurable skill gain is a reporting category used in workforce funding. Verified outcome describes the evidentiary quality of the underlying record. A skill gain figure is only as defensible as the verification behind it.
